About Capital Transfer Duty |

The Capital Transfer Duty Division of the Inland Revenue Department is responsible for the administration of the
following legislation:-
Through the administration of the Duty on Documents and Transfers Act Chapter 364, the department is
responsible for the verification, assessments and collection of stamp duty (known today as duty on documents
and transfers). The Department monitors all transfer deeds of immovable property and declarations causa mortis.
Duty is also chargeable on the issue and renewal of insurance policies, bank credit cards, transfer of marketable
securities and auction sales.
The Death and Donation Duty Act was repealed with effect from 22nd November 1992. However,
the provisions of the Act continued to apply in respect of chargeable transmissions happening before the carrying
into force of the Repealing Act. Assessments in respect of such transmissions filed from time to time are issued
and the department is responsible for the collection of outstanding arrears on pending transmissions.
The Consul's Office besides catering for the quality of the jewellery on the market provides a valuations' service for
the Government, Law Courts and the public in general.
The Monte di Pieta` Buildings provides a pawning service whereby precious articles are accepted as security
against a low interest (at 5%) loan.
The A.I.P. Section monitors and regulates the acquisition of Immovable Property in Malta by Non-Residents and renders
a service to prospective buyers.
