Notaries On-Line Services

The Inland Revenue has embarked on an initiative that will allow notaries to register the transfer of immovable property online. The initiative was supported by the Maltese Notarial council and has seen the introduction of new fully electronic channels that enable the Notary to register the transfer from the office via internet together with payment of stamp duty and capital gains.

The DDT1 statutory form that is used to complete the registration of the transfer has been redesigned to cater for the legislative changes introduced in 2005. The main design aims are to focus on the essential elements of the transfer, be concise and dynamic to leave complexity of input only where it is needed. In addition the form validates input and supports the Notary in a structured format.

The notary will be able to draw information regarding the transfer from the Inland Revenue, as information is extracted from the Promise of Sale document. Access is secured through the use of Digital Certificates given by the Department following registration for service and subsequently through a unique 7 digit PIN that is provided on the receipt of every Promise of Sale.

The suite of services includes further value as the Notary can electronically request other assistance and supporting certification from the Department according to the need of the transfer. Certifications, requests and Inland Revenue feedback are neatly tracked in a Notary Mailbox. The registration of a property transfer automatically refers and extracts information from the certifications available when the Promise of Sale number is entered into the sheet.

This initiative will be followed by further services and improvements in line with the commitment of Inland Revenue to facilitate statutory requirements for trusted professionals and to take advantage of electronic services.
